December 21, 2021 SAGINAW, MI – The Government Finance Officers Association of the United States and Canada (GFOA) is pleased to announce that the City of Saginaw has received the GFOA’s Distinguished Budget Presentation Award for its budget for the fiscal year beginning July 1, 2021. The GFOA has presented this award to the City of Saginaw’s Office of Management and Budget. This is the 14th year in a row that the City of Saginaw’s Office of Management and Budget has received this honor.

In order to receive the budget award, the City must achieve the highest principles of governmental budgeting. These guidelines are designed to assess how well a City’s budget serves as a policy document, a financial plan, an operations guide, and a communications device. Budget documents must be rated “proficient” in all four categories, and the fourteen mandatory criteria within those categories, to receive the award.

The budget document is the venue in which this can be demonstrated. I believe the budget document allows the community to hold us, the City, accountable for the plans and policies we put into place. There are over 1,000 recipients in the Budget Awards Program. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America.
