The Cemeteries Division provides sales, burial and maintenance services for Saginaw's three municipally owned Cemeteries: Forest Lawn (200 acres), Oakwood (100 acres), Brady Hill (50 acres).

The Cemeteries Division is responsible for providing burial services and maintaining three municipally owned cemeteries -

  • Forest Lawn located at 3210 S. Washington map
  • Oakwood located at 6100 Gratiot Rd (M-46) map

Policies Concerning Burial Space Decorations & Improvements

Approved Decorations for Burial Spaces

Flush Burial Spaces

The following decorations are approved for all burial spaces where flush markers are allowed, in Forest Lawn, Oakwood and Brady Hill Cemeteries:

  • Cut flowers are permitted at any time in approved vases (One vase per internment)
  • Grave blankets are permitted from November 15th to March 1st
  • Potted Plants are permitted on Easter, Memorial Day, Mother's Day, and Father's Day. Potted plants may remain on the burial space for one week following the holiday.
  • American flags, not exceeding 12" x 18" in size, are permitted on Memorial Day, the 4th of July, and Veteran's Day. Flags may remain on the burial space for one week following the holiday. Upright Burial Spaces

The following decorations are approved for all burial spaces where upright markers are allowed, in Forest Lawn, Oakwood and Brady Hill Cemeteries:

  • Planting of annual flowers are permitted within 12" (one foot) of the marker
  • Grave blankets are permitted from November 15th to March 1st
  • Movable potted plants are permitted if confined to the area approved for planting, within 12" (one foot) of the marker, and may be placed one week before Memorial Day to October 1st.
  • American flags, not exceeding 12" x 18" in size, are permitted on Memorial Day, the 4th of July, and Veteran's Day. Flags may remain on the burial space for one week following the holiday.

Prohibited Decorations

No decorations, personal property, or burial space improvements are allowed, except as defined above. Prohibited decorations, personal property, and improvements, include, but are not limited to, the following:

  • Artificial flowers.
  • Artificial decorations, including, but not limited to, ribbons, balloons, statues, signs, and toys, except as may be attached to grave blankets and wreaths from November 15th to March 1st.
  • Glass bottles, jars, vases or other containers.
  • Shepherds hooks or hangers.
  • Fences, curbs, ornamental gravels and stones, benches and steps.
  • Permanent plantings including trees, shrubs, ground covers and perennials.
  • Objects the placement of which would violate any law, ordinance, or other rule or regulation.
Any decoration, personal property, or other improvement not allowed or approved shall be removed and disposed of without notice.  Individuals placing any decoration, personal property, or other improvement do so at their own risk, and the City is not responsible for any damage to or loss of same. Cemetery cleanups are scheduled for March 1st and October 1st of each year, and all decorations are removed at this time.

Vase Policy

  • Vases for cut flowers may be installed in approved locations near all flush markers
  • Vases shall be constructed of durable metal or plastic. Glass vases are not permitted. The City may prohibit the placement of vases and remove vases that are not consistent with this policy.
  • All vases shall consist of a sleeve and an insert. Sleeve diameter shall not exceed 6" at the base
  • All vases shall be set flush with the ground. All vases shall be located below the marker and centered on the marker unless otherwise approved by the Superintendent of Cemeteries
  • The City shall not be responsible for vases installed by others, nor vases placed in locations which are not approved
  • Only one vase is permitted per internment
Cemetery cleanups are scheduled for March 1st in the Spring and October 1st in the Fall of each year, and all decorations will be removed at this time.
