City of Saginaw, Michigan

The Community Development Block Grant (CDBG) Division administers federally awarded funds to the City of Saginaw. These funds are awarded annually from the U.S. Department of Housing and Urban Development (HUD) through the entitlement process. These funds are used for a variety of projects that include revitalization of residential neighborhoods, economic development activities, and public services.



Housing Rehabilitation Programs

The CDBG staff administers several programs for single-family, homeowner-occupied residences. Grants or loans may be available for income-qualified households in targeted neighborhoods. For more information on these programs contact the housing rehabilitation offices at (989) 759-1479.

CDBG, HOME, and ESG Programs

The CDBG staff also oversees the distribution process of the annual entitlement that is awarded within the City of Saginaw. Staff provides guidance to the Human Planning Commission on the annual recommendations for awarding of the grant funds. The application window usually begins the Wednesday after Labor Day and is open for approximately 30 days. Presentations are made to the Human Planning Commission for funding considerations and the city council usually makes the final decision in February for the fiscal year beginning on July 1st.
