History of Rehabilitation in the City of Saginaw

  • The City of Saginaw over the past thirty-five years has been investing in housing rehabilitation to assist low-moderate income families.
  • The rehabilitations have been done on homes throughout the City without any plan or stategy to make a noticable difference in the appearance of our community.
  • The rehabilitations have been completed in a huge geographic area producing no visible impact except to the occupants of the dwelling.
  • The City has historically made investments in housing rehab without addressing the other needs of the neighborhood. ie. We invest $40,000 – 50,000 in an existing home which is located on in an area with abandoned homes, vacant lots littered with debris, or just a general state of disrepair.  These are not wise investment decisions.
  • The City has completed one project which has been successful, Celebration Village was built which consisted of all new homes, streets, infrastructure, and landscaping and a new sustainable neighborhood resulted.
