Capital Improvement Plan
The Office of Management and Budget prepares, manages, and updates the City of Saginaw's six-year capital improvement plan. The Capital Improvement Plan (CIP) process follows the same preparation schedule as the Operating Budget process. At the onset of the budget, OMB staff provides instructions for input of the proposed projects into the Capital Improvement Plan's electronic format. Once the department has updated the electronic forms and submitted them, OMB staff reviews these plans and discusses discrepancies with the departments. A project request summary is prepared and given to the city manager for review and prioritization.
