City of Saginaw MI -
Economic Development

The Economic Development Division acts and functions for the City in planning, marketing, and facilitating economic development activities in Saginaw. Programs are utilized by staff to assist in the recruitment/retention activities to allow businesses to come to/remain in Saginaw. These programs may be in the form of incentives or through a loan, but the incentives are performance driven, which allows the City to, at a minimum, retain the existing tax base. Some of the programs utilized by staff include:

Obsolete Property Rehabilitation Act (OPRA)
Industrial Facilities Tax Abatement (IFT) Program
Small Business Loans through the Saginaw Economic Development Commission (SEDC)

City Hall, first floor, Suite 110
