The Saginaw Police Department's Patrol Services Bureau provides the citizens of Saginaw with a safe environment through the hiring and retention of qualified, experienced and highly professional personnel. The Patrol Services Bureau currently has approximately 100 sworn personnel who work in various assignments throughout the Bureau.

Accident Reports

The Saginaw Police Department is no longer providing accident reports to involved parties. Anyone wanting a copy of an accident report needs to go to www.reportbeam.com and access their report. You need to have a charge card to pay for it on the website. The site is searchable by name and accident report number.

Patrol Services

Patrol Operations

Patrol Operations serves as the administrative support section of the Patrol Services Bureau. It serves as a conduit for information to other departmental divisions and sections, City departments and the community. Patrol Operations provides administrative support to all units and sections within the Patrol Service Bureau. Patrol Operations oversees the Patrol Division's three shifts and Traffic Section providing administrative support. It also provides administrative support to the Canine Unit, the Motorcycle Unit, the Emergency Services Team (EST), the Police Reserve Unit, the Police Cadet Program, the Police Explorers Program, and the Honor Guard.

Patrol Division

The Patrol Division is a 24-hour, 365-day operation. There are three eight-hour shifts (1st, 2nd, 3rd). A Lieutenant serves as the Shift Commander and under the Lieutenant's direct supervision are four Patrol Sergeants. Each Sergeant is responsible for one of the four "districts" throughout the City.

Under the Saginaw Police Department's "Same Cop/Same Neighborhood" approach to crime reduction, Sergeants supervise officers assigned to specific "beats" within a "district" and together they develop creative problem solving techniques to make our neighborhoods safer. The creation of partnerships with citizens and businesses has benefited the City of Saginaw in its crime fighting effort.

Officers attend monthly meetings with neighborhood associations and District Police Advisory Councils (DPAC's). At these meetings the Deputy Chief, district supervisors and beat officers meet with citizens to discuss problems and work together to find solutions through creative problem solving techniques.

The front desk serves as an information center to assist citizens who may request general information or want to report an incident that is of a non-emergency nature.

Canine (K-9) Unit

The Saginaw Police Department has two canines (K-9's). They are Mohawk and Rookie. Their handlers are Officers Ruben Vasquez and Joaquin Guerrero respectively. Mohawk and Rookie do a variety of things as crime fighters, such as searching for lost children, tracking suspects, searching buildings, and locating drugs. They also serve as ambassadors for the Saginaw Police Department. They frequently perform locally and nationally at schools and other venues to entertain the public by showing off their talents.

Emergency Services Team (EST)

The Emergency Services Team (EST) is commonly known as S.W.A.T. It is a highly trained multi-jurisdictional unit. It is comprised of 15 officers specifically trained in tactical operations and arrest procedures. Activation of the team takes place when there is a high-risk situation. High-risk activation may occur when there is a barricaded gunman and/or hostage situation, an encounter with a sniper, during high-risk search warrants, for V.I.P. security and for high angle rescues.

Traffic Section

The Saginaw Police Department Traffic Section works diligently to enforce traffic laws and to educate the public in traffic safety. The Traffic Section uses motorcycles and marked patrol cars with radar, laser and video camera systems to provide a safe driving environment to thousands of motorists who use our city streets annually. Educating the public occurs through a variety of traf fic safety programs. Programs designed to reduce drunken driving, increase safety belt and child safety seat use are part of the department's annual traffic safety campaign.

Mobile Mini-station

The Mobile mini-station is a thirty-two foot Cruisemaster mobile home converted into a mobile police station. The unit is equipped with telephones, computers and radios. It affords the Saginaw Police Department the capability to station personnel in "hot spots" throughout the City on an as needed basis to suppress crime and restore peace and tranquility to neighborhoods. The unit also serves as a command center for community disasters. The Mobile mini-station provides support to neighborhood and community groups for events such as bicycle registrations, parades, child fingerprinting and identification.

Police Reserves

The Saginaw Police Department Reserves are civilians affiliated with the department in a part-time, non-salaried, non-sworn capacity. The uniformed civilians serve as a support unit for sworn patrol personnel. The voluntary unit provides support during non-emergency and emergency events. Saginaw Police Reserve officers conduct premise checks, enforce parking ordinances, assist with and assist with traffic and crowd control.

Field Training Program

The Saginaw Police Department's Field Training Program is a fourteen-week evaluative program designed to provide new police officers with pre-field training in patrol procedure. Objective evaluations ensure that personnel meet or exceed departmental standards of proficiency before graduation from the program. The FTO program also provides updated training for veteran officers who have not worked in a patrol status for one or more years.

Police Cadets

The Saginaw Police Cadets are part-time, salaried, non-sworn personnel. They work in a variety of capacities throughout the department with sworn and civilian personnel to gain a better understanding of law enforcement. Police Cadets work with citizens in the community on the Mobile mini-station and at the front desk. They also learn police procedure and report writing techniques. Cadets who graduate from the program may be selected to attend the police academy.

Family Youth Initiative (FYI)

The Family Youth Initiative (FYI) is a partnership between the Saginaw Police Department, the Saginaw County Department of Public Health and the Bay Area Substance Abuse Coordinating Agency (BASACA). This partnership is a collaborative effort that brings together prevention and treatment agencies, local schools, and the Juvenile Court system to prevent substance abuse. FYI is a grant funded program that strives to provide adolescents with a drug free environment and encourages them to stay in school with the ultimate goal being graduation. FYI takes a holistic approach to treatment and prevention by working with the entire family to reduce the occurrence of substance abuse.

Honor Guard

The Saginaw Police Department's Honor Guard is comprised of sworn volunteers who serve as public relations ambassadors. Honor Guard members exemplify the professionalism of the Saginaw Police Department. Members represent the department in a variety of events and ceremonies.
