Steven Martin - Deputy Chief of Police
Deputy Chief Martin has more than 20 years of police experience with the Saginaw Police Department. He began his career in 1985 as a patrol officer. In 1989 he was transferred to the Detective Bureau; over the next ten years he moved through the bureau investigating juvenile crimes, property crimes, and homicides. In 1989, Deputy Chief Martin also was assigned to the Emergency Services Team—EST; he served on the EST as a sniper, and later became the teams lead hostage/crisis negotiator. Deputy Chief Martin has also served as a community police officer; he was assigned to the Cathedral District. In 1996 he was promoted to the rank of sergeant; as sergeant he supervised uniformed patrol officers, and was later transferred to the Detective Bureau where he supervised the Investigative Services Section. In 2000, he was promoted to the rank of lieutenant; as lieutenant he served as Administrative Lieutenant of Patrol Services Bureau, commanded the Police Reserve Unit, and commanded uniformed patrol shifts.
Deputy Chief Martin attended Saginaw Public Schools; he graduated from Saginaw High School in 1979, earned an Associate in Applied Science degree from Delta College in Criminal Justice and Bachelor’s of Science degree in Public Safety Management from Franklin University.
An active member of the Saginaw community he has earned the Mayor’s Man of Distinction Award; and serves as Houghton Jones Neighborhood Association member; Family Youth Council member; Mr. Rodgers Just Say No Advisory Board member; Vice President Board of Directors Kops N Kids (literacy program); member Michigan Police Chiefs Association; Fraternal Order Police member; Black Police Officer Association--past V. P.; National Organization of Black Law Enforcement Executives member; Saginaw County Law Enforcement Officers Association member.
Police Administration is responsible for the overall planning, directing and coordinating of police activities to promote the safety of the community and to ensure that services are provided in a fair, prompt and courteous manner. It is also responsible for the Inspections Services/Internal Affairs Section of the Police Department, which deals with the investigation of complaints and ensures that proper direction is provided to staff for acceptable operational performance and compliance with policies and procedures.
