Fiscal Services Administration is responsible for financial planning, control and reporting for the City of Saginaw. Fiscal Services also provides administrative support in budgeting, financial planning, management, evaluation and forecasting necessary for administering City services and assisting all departments in their missions.

City Hall Operation Changes
- Office hours for the Treasury, Income Tax, Assessor, Water and Sewer Accounts, and the City Clerk are 9:00 to 4:00 P.M. starting January 2, 2006.
- Payments are considered received upon receipt. Postmark dates are no longer accepted as received by the due date for any payment with the exception of income taxes.
- Payments deposited in the drop box after 4:00 P.M. will be processed on the next business day

Assessor's Office - The primary function of the Assessing Division is to maintain uniform and equitable property assessments on all tangible real and personal property within the City of Saginaw. Assessing functions are regulated by the State Constitution, Michigan Compiled Laws and The City Charter. Duties include maintaining the City's master records of all property within the city; owners' names and mailing addresses; homestead and transfer affidavits and assessments of tax abated properties. It is also the initial source of the City's land base records and information interfaced to a primary computer system as managed by the Equalizer Assessing program. The division also provides avenues for citizens' appeals of assessments to the Board of Review and Michigan Tax Tribunal.
Purchasing - The purchasing Division provides centralized purchasing of all equipment, supplies and materials for City operations, solicits all bids for purchased items as well as the Block Grant rehabilitation; and handles licenses, insurance, and contract compliance records for contractors and vendors.
Treasurer - The City Treasurer's Division administers the collection and distribution of all municipal funds for the City of Saginaw. This division oversees the safekeeping and investing of City of Saginaw funds and is the official Treasurer of the City's Police and Fire Retirement System.
Income Tax - The City is the property tax collection agency for various taxing entities. The City of Saginaw's Uniform Income Tax Ordinance, enacted September 28, 1964, is administered to determine that compliance issues are met.
Water Billing - The Customer Accounting Division is responsible for the billing of all water and sewer revenue from users of the system. This involves initiating new accounts; insuring that accounts are read edited and billed in a timely manner; as well as closing accounts when requested. The staff handles all payment arrangements, initiation of meter checks, discontinuance for collection and skip tracing.
