The Department of Development encompasses the Community Development Block Grant program, Economic Development, Inspections, Planning and Zoning. This department is responsible for residential and commercial revitalization of the City of Saginaw.

The Director of Development coordinates community and economic development activities in the City of Saginaw. He is responsible for making sure that delivery of services for planning, zoning, building, housing code enforcement, and grant administration to these areas is maintained.
