PETITIONS:

  • 08-36  from Delta Steel, Inc., requesting an Industrial Development Certificate for the property located at 1410 Webber St.

REPORTS FROM BOARDS AND COMMISSIONS AND COMMITTEES AND APPOINTMENT OF BOARD AND COMMISSION MEMBERS:

From the Planning Commission:

  1. Recommending that “Norman Little Plank Road” signs be added to the existing East Genesee Avenue street signs at South Washington Avenue, South Water Street, Federal Avenue, South Warren, and Janes Street. The street name will remain East Genesee Avenue, however an additional sign would be added to the existing signs. Any costs incurred for materials or installation would not be the responsibility of the City.

From the Brownfield Redevelopment Authority:

  1. Explaining Resolution No. 3 listed under the regular order of business that approves the Brownfield Plan Amendment for Wickes Park Homes.  The subject property is located on 5.94 acres bounded by Nimons Street, Douglass Street, Bradley Street and Wickes Park.

APPOINTMENT OF BOARD AND COMMISSION MEMBERS: 

  1. Consideration of reappointing Blanche Clark to the Saginaw Economic Development Corporation with a term to expire June 30, 2011.

REPORTS FROM MANAGER:
Management Update:

  1. Police Chief Gerald Cliff to do a briefing on the COPS Technology Program grant award and the Weed and Seed Communities Competitive Program grant.
  2. Odail Thorns, Development Director, to do a briefing on the Brownfield Amendment Plan.

Recommended Actions:

  1. Recommending that the parking agreement with Meredith Corporation d/b/a WNEM TV5 to lease parking spaces in Lot Number 23 be approved. The agreement is for a one year period commencing on November 1, 2008 and expiring on October 31, 2009. It has been approved by the City Manager as to substance and the City Attorney as to form.  Under the agreement, TV5 will pay the City $3,168.00 per quarter to lease 44 parking spaces in the City’s Municipal Parking Lot located at 124 North Franklin.

  2. Recommending that the City accept the Federal Law Enforcement Technology Grant in the amount of $280,590.00 from the Community Oriented Policing Services (“COPS”) and that the City Manager or his designee be authorized to execute any documents required by the Department of Justice at this time and throughout the grant process.  The City proposes to use this grant to install a Shotspotter audio locations system.

  3. Recommending that the City accept the Weed and Seed Communities Competitive Program Grant in the amount of $175,000.00 from the U.S. Department of Justice. It is also recommended that the City Manager or his designee be authorized to execute any documents required by the Department of Justice at this time and throughout the grant process.

  4. Recommending that a purchase order be issued to Lange and Leaman Electric in the amount of $3,203.35 for the repair of the raw sewage pump motor for the Wastewater Treatment Plant. This vendor meets all requirements of the contract compliance provisions. Funds are budgeted in the Sewer Operation and Maintenance General Repairs Account No. 590 4830 861 80 40.

  5. Recommending that the Agreement with Tetra Tech, Inc., be approved in the amount of $240,700.00 for the addition of various security upgrades in the Water Treatment Plant and associated facilities. The Agreement has been approved by the City Manager as to substance and the City Attorney as to form. This vendor meets all requirements of the contract compliance provisions. Funds Account No. 598 4741 881 80 02.

  6. Recommending that the bid received from Carmeuse Lime for Calcium Oxide Pebble Quicklime for the Wastewater Treatment Plant be accepted and that a purchase order be issued to them in the amount of $181,892.81 for 1,301-tons of Calcium Oxide Pebble Quicklime for fiscal year 2009.   Further recommend that a purchase order be approved and issued to them in the amount of $252,864.00 for 1,800-tons of Calcium Oxide Pebble Quicklime for fiscal year 2010. This vendor meets all requirements of the contract compliance provisions. Funds are budgeted in the Sewer Operation and Maintenance Chemicals Account No. 590 4830 861 73 02 and will be budgeted in the same account for fiscal year 2010.

  7. Recommending approval to purchase two (2) fully equipped 2009 Chevy Impala police patrol vehicles from Berger Chevrolet of Grand Rapids, MI, in conjunction with the State Bid process. This vendor meets all requirements of the contract compliance provisions.  The vehicles will be purchased outright at the cost of $23,155.01 per vehicle for a total cost of $46,310.02.  Funds are budgeted in the Motor Pool Operations/Capital Outlay/Vehicles Account No. 661 4480 841 97 70.

  8. Recommending that a purchase order be approved and issued to Innovative Software Services Inc., proprietary owner of the City Tax income tax software, in the amount of $7,813.00 for the renewal of maintenance and license fees. This vendor meets all requirements of the contract compliance provisions. Funds are budgeted and available in the Information Services Operating Services Account No. 658 1720 711 80 05.

  9. Recommending that a purchase order be issued to Novell Inc. in the amount of $12,000.00 for Novell license fees and annual maintenance of the citywide network software. This vendor meets all requirements of the contract compliance provisions. Funds are budgeted and available in the Information Services Operating Services Account No. 658 1720 711 80 05.

INTRODUCTION OF ORDINANCES:

  1. An Ordinance to amend the official city map by adding “Norman Little Plank Road” to the existing street signs on East Genesee Avenue at South Washington Avenue, Water Street, Federal Avenue, South Warren Avenue, and Janes Street, in the City of Saginaw, to be added to the Table of Special Ordinances II of the Saginaw Code of Ordinances.

CONSIDERATION AND PASSING OF ORDINANCES:
RESOLUTIONS:

  1. Acceptance of a grant in the amount of $15,000.00 from the Michigan State Housing Development Authority for the “Keep Saginaw Beautiful Campaign”.

  2. Approving the request to add “Norman Little Plank Road” signs to the existing East Genesee Avenue Street signs at South Washington Avenue, South water Street, Federal Avenue, South Warren Avenue, and Janes Street.

  3. Approving the Brownfield Plan Amendment for Wickes Park Homes lDHA, LP, 5.94 acres bounded by Nimons Street, Douglass Street and Wickes Park.
