Council of the City of Saginaw
The City of Saginaw operates under a Council-Manager plan of government. In this system, the City Council is composed of nine member elected at-large in non-partisan elections for four-year, overlapping terms. The Council represents all the citizens of Saginaw and has responsibility for setting all municipal policies not designated by City Charter or State legislation, such as adopting ordinances and resolutions, voting appropriations, approving the budget and determining the tax rate. The Mayor is a member of Council, who serves as its chairperson as well as fulfilling various ceremonial functions.
The City Manager is appointed by and is directly responsible to the City Council. The Manager is chosen solely on the basis of executive and administrative qualifications and experience in municipal affairs.
As the administrative head of the City, the Manager carries out the policies that are made by Council and directs and coordinates the work of all City departments. It is the Manager's job to keep Council informed of the conditions and needs of the City and to make recommendations for actions as the need arises. The Manager also prepares the annual budget for Council consideration and upon its enactment, sees that its provisions are upheld.
The Council-Manager form of government is ideal for a mature City, such as Saginaw, as it affords the unification of authority and political responsibility in the elected Council, and centralization of administrative responsibility in a professional administrator. The system fosters democracy and efficiency in a government that is highly responsive to the needs of the City's citizens.

Joyce Seals |

Biography Joyce Aldridge Seals is a native of Mississippi, but has spent most of her life in Saginaw. She is the daughter of Rev. William Aldridge and the late Mary V. Erby Aldridge. She is happily married to Dr. Eugene O. Seals who is pastor of New Christ Community Church. Dr. and Mrs. Seals are the proud parents of 8 children and 14 grand children. After graduating from Saginaw High School in 1967, she attended Saginaw Valley State College for one year and transferred to the University of Michigan, Ann Arbor where she completed a degree in education with a major in History and a minor in Social Science. Mrs. Seals worked for the Michigan Employment Security Commission for 15 ½ years and the Michigan Department of Education for 11 years. She also taught school for the Buena Vista School District Adult Education program and O.I.C. of Metro Saginaw. Mrs. Seals says that one of her most enlightening and rewarding positions were the director of the Summer Enrichment Program of 2000 where she worked with 80 long term welfare recipients and their families for 5 months. She also ran the Houghton Jones After School Program in 2001 which served 260 TANF eligible students. Most people know Mrs. Seals from the Saginaw City Council where she served for 10 years, holding the position of Mayor Pro Tem for the last two years of her term. During her tenure on the Saginaw City Council, her commitment and dedication was evident which resulted in her being re-elected in 2007 to the Council and being elected as Mayor. Mrs. Seals was a member of the Saginaw Charter Commission for three years. She is currently a member of the United Way Board of Directors, Good Neighbor’s Mission, Lake Huron Area Boy Scout Council, and many more. She is considered by many as a living example of a public servant. She states that she has learned her lessons in the trenches: Not just book knowledge but the practical application of lessons she has learned.

Larry Coulouris |

Biography Larry Coulouris is a native of Canada, and has been a resident of Saginaw for 57 years. He retired in 2002 after being self-employed for 45 years in the hospitality business. He served as a radio-telegrapher in the Canadian navy. Mr. Coulouris is a graduate of Fort William Collegiate Institute and attended McGill University in Montreal. Mr. Coulouris is currently a member of the Downtown Development Authority, Downtown Saginaw Association, the Planning Commission, and the City Charter Adhoc Committee. He was elected to the Charter Commission in November 2004 and resigned in 2005 to run for a seat on the Saginaw City Council. He was elected to the Saginaw City Council in 2005 and was appointed as Mayor pro tem in November 2007. Larry has two sons and two daughters (Diana, Joanne, Andrew, and James), three granddaughters, one grandson and one great-granddaughter.

Greg Branch |

Biography A Saginaw native and lifelong resident, Greg Branch has been Vice President/Creative Director at Princing & Ewend since 1988. Prior to that, he worked in a number of advertising, public relations and communications settings. Mr. Branch is the current Michigan Lieutenant Governor for the American Advertising Federation’s Sixth District and a founding board member of the Mid-Michigan Advertising and Marketing Association. He currently chairs the Saginaw Historic District Commission and its Historic District Study Committee. He has served on the boards of the Michigan Historic Preservation Network, Hidden Harvest, Child & Family Service of Saginaw County, as well as the Saginaw County Vision 2020 Task Force and PR committee, the Saginaw County Chamber of Commerce Image Committee and as chair of the Saginaw County’s Promise PR committee. He was elected to City Council in 2005. A graduate of Arthur Hill High School and Delta College, Mr. Branch traces his family’s Saginaw roots back to John Riley and the Treaty of Saginaw. He and his wife Ann are restoring the historic George C. Schemm home. They have three children, Grace, Sam, and Benjamin.

Dan Fitzpatrick |

Biography A 40 year resident of the city, Dan was born in Detroit and moved to Saginaw with his parents and four siblings in 1966. He graduated from St. Stephen High School in 1970, attending SVSU full time 1970-72 before beginning a 33-year career at AT&T. His duties with AT&T were varied with 15 years as a technician and over 17 as a central office manager. He retired from AT&T in 2005. Dan and his wife Kathy (a lifelong resident) began raising their family in the Cathedral District in 1973. They since have lived in several neighborhoods in the city, raising five children and are now proud grandparents of three. Dan and Kathy are active members of St. Helen Catholic Church in Saginaw. He is a Big Brother mentor and a newly appointed commissioner for the Housing Board of Appeals. Mr. Fitzpatrick and his family are avid campers and Dan's favorite outdoor pastime is fishing. Dan is a student of Irish and American history. He also has a great interest in the classic and historic areas of Saginaw and the rich natural resource of the Saginaw watershed. Amanda Kitterman |

Biography Amanda Kitterman is an educator in the School District of the City of Saginaw. Over a tenure of twelve years, she has taught early elementary, Reading Recovery, and Title 1 / Compensatory Education. Currently, she is the MicroSociety Coordinator at Arthur Eddy Academy. A graduate of Grand Blanc High School, she received her Bachelors Degree from Hope College in Holland, Michigan, and Masters Degree in Elementary Education from Saginaw Valley State University. Amanda has worked with many school and community agencies. Involvement with the union includes working as a building representative to the Saginaw Education Association (SEA), member of the SEA executive board, as well as a SEA bargaining team member. She has worked at the state and national level as a delegate to the Michigan Education Association (MEA) and the National Education Association (NEA). Voluntarism in the community is an important aspect of Amanda’s life. A long-time member of the Junior League of Saginaw Valley, she has worked on many committees as well as served as the President in 2000. She also serves as a board member of the Underground Railroad. Currently, she is the MicroSociety Coordinator at Arthur Eddy Academy where the real world unites with student life in a real-world society for students. Amanda has lived in Saginaw for twelve years and been a proud city resident for seven. She lives on beautiful Adams Boulevard with her family, Greg, Hershey, a chocolate lab, and three cats.

Biography Dr. Bill Scharffe was born in 1942 and raised in the City of Saginaw. His father, William E. Scharffe, owned and operated A.W. Scharffe and Son, Inc. General Contractors for over 42 years in Saginaw and his mother’s family owned and operated Granville Shoes, Inc. in Saginaw for over 100 years. He has been a City resident for all but seven years of his life. Bill graduated from Arthur Hill High School and then attended Michigan State University where he earned his B.A., M.A., and Ph.D. He retired from the Saginaw Public Schools in 1999 after almost 35 years of service with 22 ½ of those years as Director of Personnel and Labor Relations. Immediately upon retirement, Bill took the job of Director of Bylaw and Policy Services for the Michigan Association of School Boards in Lansing, Michigan where he is employed currently. Dr. Scharffe’s community service record includes 10 years as a Board Member and one year as Board Chairman of the Saginaw Japanese Cultural Center and Tea House. He served for several years as a volunteer and Unit Leader for the annual United Way fund drive and was a member of their Allocations and Budget Committee. Bill has served as a volunteer with the Saginaw Y.M.C.A. membership and capital fund drives, and served as a volunteer fund-raiser for the O.I.C. of Metropolitan Saginaw. He is past-President of the Saginaw Exchange Club, the Saginaw Club, the M.S.U. Alumni Club of Saginaw County, the American Association of State Policy Services, the Michigan Association of School Personnel Administrators, and the Michigan Middle Cities Personnel and Labor Relations Task Force. He is a member of the Saginaw County Historical Society and he and his wife are patrons and contributors to the Saginaw Bay Symphony Orchestra. In addition to his City Council duties, Dr. Scharffe serves on the Board of Directors for the Economic Development Corporation of Saginaw, the M.S.U. Alumni Club of Saginaw County, and as a member of the vestry of his church, St. John’s Episcopal of Saginaw. He and his wife, the former Mary Jo Whitfield of Sylvan Lake, Michigan and their family moved into their current residence at 2812 Adams Blvd. in November 1975. They have two grown children, Sue Scharffe Balcueva, her husband, Ernest F. Balcueva, and their two sons, Ernest F., II and Evan Randall (Randy) who reside in Troy, Michigan. Their son, William W. Scharffe, and his wife Amy reside in Cincinnati, Ohio and are expecting twin boys in April 2008. Mrs. Scharffe taught for the Saginaw Schools for 25 years and then served, until her retirement in September 2007, as an administrator in the College of Education at Saginaw Valley State University.

Paul Virciglio |

Biography Paul Virciglio relocated to Saginaw from New York City in 1959 to begin his broadcast career with WKNX TV. He then held production and engineering positions with TV stations in Columbus, Georgia; Chicago, Illinois; Hartford, Connecticut. Paul began his tenure with WNEM TV5 in August of 1962. He held positions in sales and sales management and was named Vice President and General Manager in July of 1987. Throughout his career at TV5, Paul has been a leader in the Saginaw community with volunteer services including: Hospital Hospitality House; Leadership Saginaw; Board of Directors Saginaw YMCA; Crime Prevention Council; United Way; Chamber of Commerce; Saginaw Club and as its President in 1991. Paul was a past chairman elect and board member of the Michigan Association of Broadcasters. He is a member of Saginaw Field and Stream; Saginaw Club; Sons of Italy Lodge 2456 and a member of the Saginaw Country Club. Paul resides in Saginaw with his wife Deanna. They have one daughter, Theresa. |
