The City Clerk serves the City Council by recording and indexing minutes of Council meetings and handling correspondence
needed as a result of official Council action. The office updates codes and ordinances and maintains a legislative history of code changes
and indexes and files all legal documents pertaining to city business. The City Clerk serves as Clerk of the Civil Service Commission; operates
the Charter mandated Bureau of Public Information and Complaints (call 759-1480) and oversees the operation of the City Hall mail service,
printing and office supplies sections. The office also administers city licensing functions and publishes all legal notices, unless otherwise
provided.
The City Clerk is also responsible for ballot preparation, issuance of absent voter ballots, delivery and set up of voting equipment,
training of election board workers in proper election procedures, the processing of ballots in compliance with federal and state election
laws and the maintenance of voter registration files.

About the City Clerk
Diane Herman, City Clerk
Diane Herman began working in the City Attorney's Office in September 1992, after having worked as a paralegal for private law firms ten years prior thereto. She was promoted to Legal Department Administrator within five months from her date of employment and continued in this position for eleven years where she was responsible for the total management and efficient workflow of the City Attorney's Office along with supervision of legal support staff.
In March 2004, the City Attorney's Office merged with the City Clerk's Office becoming the Department of Law & Records. Diane then became Deputy City Clerk, retaining the Risk Management portion of her duties from the Legal Department in handling all the City's claims and insurance matters. In early August of 2004, the then City Clerk, Yolanda Olgine, retired from the City and Diane became Acting City Clerk. She underfilled the position until her permanent appointment in August 2005. She also continues to serve as the City's Risk Manager.
Diane's personal interests include sports, camping and music. She has been a canter at St. Stephen Church for twenty years, and a vocalist at many weddings. She also recently began acting and has performed in plays at SVSU and Pit and Balcony. She is a volunteer member of the Saginaw Area Fireworks and a former member of the City's Labor Management Leadership Team.
