Homeland Security

The City of Saginaw in cooperation with Saginaw County Emergency Management, Michigan Office of Emergency Management and Homeland Security and numerous law enforcement agencies, local, state and federal, works to anticipate, preempt, detect and deter threats to the Saginaw community and to help safeguard our nation, critical infrastructure, property and the economy of our region and nation from acts of terrorism, natural disasters and other emergencies. The Saginaw Fire Department is a member of the Michigan Rapid Response Team Network (RRTN) and is equipped and trained to respond and mitigate hazardous materials incidents, acts of terrorism, identify weapons of mass destruction, and functions as a partner with county and state health organizations in the event of a natural or manmade disaster or other public health related matters affecting the general population.

The department also works closely with the U.S. Coast Guard in conducting water rescue operations and in providing vital intelligence on the Saginaw River concerning waterside industries, bridges, large boat movement on the river, and infrastructurepotential terrorism on the waterway. Seagoing Ships load and unload materials at ports immediately adjacent to the northern most city limits of Saginaw and even though Saginaw does not have port areas for shipping the potential for terroristic operatives to enter the United States via waterfront areas does exist. The close working relationship with the U.S. Coast Guard extends to annual training by the Coast Guard for Saginaw Fire Department personnel in conducting ice rescue and the use of water rescue equipment and personnel safety on a waterway.

Homeland Security Advisory System

The Homeland Security Advisory System is designed to guide our protective measures when specific information to a particular sector or geographic region is received.  It combines threat information with vulnerability assessments and provides communications to public safety officials and the public.  

  • Homeland Security Threat Advisories contain actionable information about an incident involving, or a threat targeting, critical national networks or infrastructures or key assets.
  • Homeland Security Information Bulletins communicate information of interest to the nation’s critical infrastructures that do not meet the timeliness, specificity, or significance thresholds of warning messages.
  • Color-coded Threat Level System is used to communicate with public safety officials and the public at-large through a threat-based, color-coded system so that protective measures can be implemented to reduce the likelihood or impact of an attack.
This system was established in Homeland Security Presidential Directive 3.
